Updated Oct 2026. How we check
What VDA is.
In Uttar Pradesh and Uttarakhand, the minimum wage is a basic rate plus a variable dearness allowance (VDA). The basic rate stays as the notification fixed it; the VDA moves with the consumer price index on the dates the notification sets.
Delhi works the same way under another name: a dearness allowance (DA) added to the rate fixed in its base notification.
Haryana and Punjab now fix one basic rate with no allowance. Rises in the price index are to be passed on at intervals the state's rules will set; none had been notified when we last checked.
When a revision is due and the state has not published it, the last notified rates are still the latest ones. We mark the revision as due here and on the state's page, and update both when the order appears.
How the rate moved.
Unskilled monthly rate at each revision, from the state's own orders.
Delhi: 3 rates
| In force from | Unskilled, per month | Change |
|---|---|---|
| 1 Apr 2025now | ₹18,456 | +₹390 |
| 1 Oct 2024 | ₹18,066 | +₹78 |
| 1 Apr 2024 | ₹17,988 |
Revision cycle: The 22 October 2019 notification adds dearness allowance twice a year, on 1 April and 1 October, from the six-monthly average consumer price index. The Labour Department's current-rates page, checked on 16 October 2026, lists no order after the one effective from 1 April 2025, so the revisions due on 1 October 2025, 1 April 2026 and 1 October 2026 had not been published by then.
Haryana: 1 rate
| In force from | Unskilled, per month | Change |
|---|---|---|
| 1 Apr 2026now | ₹15,220.71 |
Revision cycle: The 9 April 2026 notification leaves adjustments to the Code on Wages (Haryana) Rules, which are still in draft; draft rule 5 revises the VDA before 1 April and 1 October each year. Before 2026 Haryana revised every 1 January and 1 July, a cycle the April 2026 notification ended. No final rules and no VDA order were on the Department's listing on 17 October 2026, so no revision is treated as overdue.
Punjab: 3 rates
| In force from | Unskilled, per month | Change |
|---|---|---|
| 1 May 2026now | ₹13,486 | +₹1,759.60 |
| 1 Sept 2025 | ₹11,726.40 | +₹336.76 |
| 1 Mar 2025 | ₹11,389.64 |
Revision cycle: Until 2025 Punjab adjusted its rates with the consumer price index twice a year, from 1 March and 1 September (the department's own compilation of adjustments, 1995 to 2025). The 1 May 2026 notification under the Code on Wages resets the base rates and leaves later adjustments to 'such intervals and in such manner as prescribed by the Punjab Government' (note 10); the Code on Wages (Punjab) Rules, 2026 were still a draft when checked. 1 March 2027 is the next date on the old cycle; no adjustment from 1 September 2026 was listed on the department's site on 17 October 2026.
Uttar Pradesh: 2 rates
| In force from | Unskilled, per month | Change |
|---|---|---|
| 1 Apr 2026now | ₹12,356 to ₹13,690 | |
| 1 Oct 2024 | ₹10,701One statewide rate, before the April 2026 split into three categories. The orders in between are not on the Labour Department's site. |
Revision cycle: Uttar Pradesh adjusts the variable dearness allowance for the 74 scheduled employments every 1 April and 1 October, from the six-monthly average consumer price index. The 17 April 2026 order sets interim rates while the Uttar Pradesh Code on Wages Rules, 2026 are being notified, so new rates may also come under the Code.
Uttarakhand: 3 rates
| In force from | Unskilled, per month | Change |
|---|---|---|
| 1 Oct 2026now | ₹13,134 | +₹116 |
| 1 Apr 2026 | ₹13,018Same basic wage, with VDA of ₹518. | +₹230 |
| 1 Oct 2025 | ₹12,788Same basic wage, with VDA of ₹288. |
Revision cycle: Variable dearness allowance for the scheduled employments is adjusted every 1 April and 1 October, from the average consumer price index of July to December and January to June. The rates for engineering units with 50 or more workers are interim relief, in force until further orders. The state notified the Uttarakhand Code on Wages Rules, 2026 on 25 August 2026, so new rates may also come under the Code.
Questions
Is VDA part of the minimum wage?
Yes. Where a state notifies a VDA, the minimum wage is the basic rate plus the VDA in force, and an employer pays the total. The rates on our state pages include it.
When is the next VDA revision?
